Good point but it would actually backfire. Correct me if I'm wrong but he has to accept tol within a certain time period correct? So let's say he accepts and never intends to leave, he would count towards committed outbounds and lower the projected enough to receive a new ag before the next panel rolls around. Then no releases would actually be affected but would actually be helped when he later backs out and the projected outbound comes off the books. It's actually kind of a genius way to get more trainees in the building if your facility can't release in round 2 anyways. Maybe homie is playing 5D chess

Or another scenario that just came to mind. Maybe the guy didn't want to cockblock anyone but was planning on retiring soon with 1k hours of sick leave or something so he put in for a facility with higher pay, no state income tax, cip, cola, high locality etc... with the intention of getting on their books for a half on the go raise and then riding out that sick leave into retirement. Poor execution going to a 7 if you're at or near the top of the POU payband but you get the idea

Holding onto a release will only lower projected staffing and only temporarily. And like Acquired Taste said it will inflate projected staffing as soon as he declines. You could argue he’s trying to block round 2? But there are no rules for round 2 next panel.
 
From my experience, you have a lot of say in your release date. If you want an earlier date, you really have to push for it. Most ATMs won’t go out of their way to do you something good.
I asked my ATM what he THINKS my release date would be because I have baby leave and want to plan. He said he doesn’t negotiate with employees on release dates it’s whatever him and the other ATM decides and to assume it’ll be the whole 12 months… fkn bullshit and it screws them the longer they hold onto me.
 
From complaining about not getting selected to complaining about getting selected and having the full release date. Didn’t people say they’d be happy with a three year release date it if meant there was light at the end of the tunnel? Just save your baby leave and burn it before your release. Plenty of time to move and house hunt etc etc.

Plus CoS leave is a shall be granted and you can force that on your current facility. Throw some good old fashioned sick leave at the same time. Plus Article 30 allows you to take up to 6 months of time with the kid. Stick it to them if you want and can afford it. A year goes by fast.

Get your reps from the losing and gaining facilities involved.

You ever think the receiving atm will refuse you at the time your atm says he can let you go and your atm doesn’t want to say shit because you might hold him to it when nothing was firm at all?

Yea he could say I’m looking at a nov-Jan time line. I don’t think that’s out of line either.

Power of persuasion. If the gaining rep was able to get the gaining ATM to push the releasing for an earlier date, it could have some consequence. Couldn’t hurt.

Reps can't make the decision, sure. But they can go to the ATM with facts about staffing/traffic conditions to make an argument that the body can be released early without any impact to the operation or staffing. Just need a good rep to do the legwork.

This is all true. But the ATM can say 12 months “because I said so” and doesn’t have to explain anything or win the logic argument and they’re not violating anything because it’s within their authority in the MOUs parameters. They can’t, however, on their own say 13 months for any reason whatsoever.
 
I've known of people trying to push back their release date pass 12 months for family/living reasons and it is hell trying to get it extended past that. Almost takes an act of congress to get it done cause "rules".
Fuck them, usually people who do that are 9 month CPCs who shotgun the system to the highest priority facilities just to get out anywhere and undercut their peers and former trainers. Then they want to pick their own release date so their kids can finish the school year or them don't have to pay a early termination fee on their lease. Fuck that, congrats, you won the lottery and got picked up, now go when your supposed to.

Got mine yesterday. Accepted it and sent it back right away then got a receipt confirmation email within a few hours. This is the WP region.

Start date was TBD and they mentioned maybe having to go to the academy but I think that’s for center to tower not the other way around, someone correct me if I’m wrong.

Terminal to enroute is no academy. But you will need a new security clearance.

What you mean no rules for round 2 next panel? They changing level 4-7 that are 100% current and 100% projected going to level 8 and 9 facilities?
