Good point but it would actually backfire. Correct me if I'm wrong but he has to accept tol within a certain time period correct? So let's say he accepts and never intends to leave, he would count towards committed outbounds and lower the projected enough to receive a new ag before the next panel rolls around. Then no releases would actually be affected but would actually be helped when he later backs out and the projected outbound comes off the books. It's actually kind of a genius way to get more trainees in the building if your facility can't release in round 2 anyways. Maybe homie is playing 5D chessMaybe for that specific round he didn’t block anyone but holding onto a release he doesn’t intend to take will affect subsequent panels.
Or another scenario that just came to mind. Maybe the guy didn't want to cockblock anyone but was planning on retiring soon with 1k hours of sick leave or something so he put in for a facility with higher pay, no state income tax, cip, cola, high locality etc... with the intention of getting on their books for a half on the go raise and then riding out that sick leave into retirement. Poor execution going to a 7 if you're at or near the top of the POU payband but you get the ideaGood point but it would actually backfire.
