It looks like there’s 3 centers that may be able to release. ZFW, ZHU, and ZOB.Centers will never be able to release cus sup bids always take the number back to 0. Can’t receiver either! You’d think if you can’t release you would be allowed to pick up.

Possible Gains uses the same formula that the PPT uses to calculate the “Possible Gains to National Average” column. If the decision is made to not go off the national average (which is likely because of how low it is) then this irrelevant.Similarly, if the rules aren't out yet, how does the "Possible Gains" category in the priority list get determined?
