The dates are out on KSN. Figured I would get the ball rolling.

  • Friday, 25 October – ERR submission deadline
    • Must be received by 23:59 EST
  • Monday, 28 October–Facilities shall update SWB
    • Must be completed by 8:30 am EST
  • Tuesday, 29 October – HR Staffing Workbook entries completed by 8:30 am EST
  • Wednesday, 30 October – Special NCEPT Facility Priority Placement Tool run
  • Friday, 1 November– NCEPT data run
    • Every ERR package must be uploaded by 8:30 am EST
  • Monday, 4 November – HR resume upload begins
  • Friday, 8 November – HR resume upload complete
  • Monday, 11 November – Manager Ranking List published (Opened)
  • Friday, 15 November– Manager Rankings completed (Closed)
  • Monday, 17 November – AJG-P21 prepares data for NCEPT board
  • Wednesday, 20 November – NCEPT convenes/adjourns

Round 1

  • Releasing facility must be at or above 85% Current % CPC to Target (Column L) and at or above 85% Projected % to Target (Column AA).
  • Releases stop when the facility drops below 85% Current or 85% Projected % to Target.
  • Gaining facilities must be below the Projected National Average (PNA).
  • Except for the facilities that meet the criteria in the next bullet, all facilities will make one selection at a time.
  • Facilities that have double-digit gains to the Projected National Average (Column AA) will make two selections (if available) at a time during the first iteration of Round 1. These facilities will make one selection (if available) at a time during subsequent iterations of Round 1.
  • The selection order will be based on the most recent Decision Lens agreement. Once every facility eligible to gain has made their selections, the process will repeat until all possible selections have been made. Facilities will no longer make selections once they reach PNA.
Round 2

  • Releasing facility must be at or above 85% Current % CPC to Target (Column L) and at or above 85% Projected % to Target (Column AA).
  • Releases stop when the facility drops below 85% Current or 85% Projected % to Target.
  • Gaining facilities must be below 90% Projected to Target.
  • Facilities will make one selection at a time. The selection order will be based on the most recent Decision Lens agreement. Once every facility eligible to gain has made one selection (if available), the process will repeat until all possible selections have been made. Facilities will no longer make selections once they reach 90% Projected to Target.
Round 3

  • Releasing facility must be at or above 85% Current % CPC to Target (Column L) and at or above 85% Projected % to Target (Column AA).
  • Releases stop when the facility drops below 85% Current or 85% Projected % to Target.
  • Gaining facilities will only be Facility Pay Level 8-9s.
  • Facilities will make one selection at a time. The selection order will be based on the most recent Decision Lens agreement. Once every facility eligible to gain has made one selection (if available), the process will repeat until all possible selections have been made. Facilities will no longer make selections once they reach 110% Projected to Target.
A80/MIA/ZOA Priority Release MOU

  • A80/MIA/ZOA Priority Release MOU Selections will be made at the conclusion of the NCEPT Panel.
  • Selection order will be based on the facility with the fewest number of inbound ERRs as a percentage of vacancies to the Projected National Average.



The only significant change I notice is that if you need 10+ bodies to get to the projected national average, they will allow you to make 2 selections on the first cycle of Round 1. They still insist on staffing round 1 up to the PNA which is 88.2% and then round 2 will go up to 90% so there aren't very many places that can select in round 2 but not round 1.

The most significant change to this panel is that facilities that have double-digit gains to the Projected National Average (PNA) will select two BUEs in the first iteration of Round One. These facilities include ZNY, NCT, SCT, ZSU, AUS, D10, A90, JAX, MZY, ORD, and ZME. ZOA, MIA, and A80 are covered under an MOU and selected at the NCEPT panel's end. These facilities select as many BUEs as their training department can handle, which will vary per panel. In this panel, each facility will select up to A80-8 BUEs, MIA-5 BUEs, and ZOA-14 BUEs. Also, keep in mind that MOU facilities, particularly A80 and MIA, have over 50 ERRs on file, so rankings by the facilities makes all the difference.

Will the facilities that need double digit gains only pick up BUEs from facilities eligible to release?
