You can think it, but it’s wrong. If your facility has a free body to let go and you’re next in line at the place that is up, you’re ranked next. they have to take you, unless it’s an article 60/124 or other priority thing. Thats how sometimes they take 1,2,3 and 7.
Is that how it works 99% of the time? Yes I agree with you. But I'm saying it seems like they have a catchall for unique situations.

I believe they did not pick up someone from Grand Canyon because Grand Canyon didn’t have any trainees, but that’s not a criteria to release anyone they just decided not to let them go.

I do know that there was a pick coming up from a facility that had already released 2, they could let 3 go total. this person was next on the list to be selected and suddenly they went off-line and when they came back later they skipped the guy, and refused to place any others from this green facility. this would be the point where Natca would normally interject and argue with them about fucking with the rules but they did not even challenge it. There are lots of facilities that were eligible to release more than what they actually released because the agency refused to take people from green facilities That were eligible to release because of arbitrary conditions they made up on the spot.

That doesn’t mean what you think it means. It means atms rank, but the guy running the panel makes the call (not the atm). The calls have be within the rules. There isn’t a justification for skipping anyone when they are the next ranking person, their facility is green, and there isn’t a priority consideration like an a60 or a124.

That was the point of ncept. No more arbitrary stuff from ATMs that could lead to back door shenanigans. Rules that were transparent to ensure that everyone got fair treatment.

Agree to disagree. The FAA left enough loopholes to do what they want when it comes to hiring/transferring when the time comes.

Then what’s the point of having a union to collaborate with the FAA if the agency is just going to do whatever it pleases? NATCA and the FAA agreed upon the terms on the panel. I understand the vagueness of ”Dynamic Decisions“, but you would believe that NATCA reserves those decsions as being in favor of the BUEs that are applying for ERRs.

How is ncept not backdoor shenanigans. It’s the exact same system as pre ncept except you get ranked on paper. You kiss ass to the union and manager and they rank the best kiss ass and select from that list. Pre ncept u kissed the manager and unions ass and then the manager cut you a tol and it forced your facility to negotiate a release date. It was easier under the old system.

You could also scam the old system and essentially shop your release date around. Also easier to get black balled.
 
But then they wouldn't be able to keep you somewhere you don't want to be for the rest of your working life, which is the entire point of NCEPT
The entire point is ncept is not that. It’s to keep facilities as well staffed as possible, reducing the wait times for releases, and allowing the union some formal input on movement and national placements rather than none which is what it was before.

You being able to move had nothing to do with it. Managment was creating black holes that now still exist because of hardships and managment bids. Creating a good local training culture at the small facilities does more for your chances than anything else.
