They released the meeting minutes from this past panel and there are some big changes coming.

Random Stats/Observations
- 4,300 ERR's in the system (1,558 unique employees), only 1,230 were eligible.
- Of the 1,230, they were from 348 unique employees
- Of the 348 people with active ERR's, 212 were selected.
- I can't fault the guy from DEN because the system forces you to put in an ERR in addition to a swap, but some poor soul at SAT missed out on getting to DEN on a swap when the controller from DEN got picked up at SAT on an ERR.

Changes
- FSS will now be included in the NCEPT process. If you know of anyone currently in FSS trying to transition over to ATC, get the word out ASAP. This is huge for them and with bids for FSS showing up on USAJobs, the backdoor into the agency has returned.
- They reviewed the names of everyone with multiple declined offers. Their language of "Closer consideration will be given to employees with multiple declinations" at least points to a step in the right direction in terms of creating a penalty.
- Training time for each facility will be updated every 2 months
 
Would the flight service people then go to the Academy?

Chapter 4 Section 2 Subparagraph f of the 3120.4P states

f. FSS specialists changing to the En Route or Terminal option must complete initial qualification training identified for the option at the FAA Academy. A FSS specialist who has successfully completed either Terminal or En Route initial qualification training at the FAA Academy must be entered into the appropriate development stage of the training program as determined by the receiving facility ATM.
 
PSA for those of you at 7s and below that need inbounds for your projected: I noticed some discrepancies in regards to Dec NCEPT Outbounds on the Jan PPT and brought it to the attention of my ATM and RVP but nothing came of it. The discrepancies I noticed were for like type facilities and I wasn't surprised that it didn't seem to generate serious concern because on the surface it can appear insignificant nationally but it can be extremely significant locally. Extra Outbounds can potentially be disasterous if not corrected before the NCEPT but conversely can be benificial, to a facility that receives new hires, if not corrected between NCEPTs. So in this case a certain facility generated multiple (7 or so) high priority academy slots (2 of which were mandatory) for the Terminal class that graduated today because of 3 fake Outbounds entered in the SWB. The biggest problem with this is these lists are Zero-Sum so every extra slot mistakenly assigned is a slot stolen from another facility. To aggravate things further this is the only Terminal class to graduate before they freeze the PPT on Jan 24 for the Feb NCEPT. Next class is 1/26.
Just more things to look out for.

It's unfortunate that it generated additional academy slots. The issue that you described has been around for awhile. I'm assuming you're talking about the double counting of some Outbounds/Inbounds? It "resolves" itself by removing the 'placement list' inbounds/outbounds on the 2nd PPT following a panel, but as you mentioned, if additional academy slots are being created in the interim, that will create a large ripple effect.

Yes that's correct. But only some facilities' Outbounds are placed into both categories. Some facilities were impossible to cross reference but I couldn't find a trend by district or region or TOL. And if there's multiple people counted twice at a place with a lower target then it creates a massive make believe percentage swing.

Lvl 7 washout here. I washed in the tower at a 7 up/down, so I don't have a CTO or any real quals. Now, I'm in Alaska training in FSS. It's not all that bad, but I'd like to get some insight into the possibility of ERR'ing from here to a low-level tower. I couldn't find the minutes online, and no one at my facility knows much about the process of leaving AK FSS and going to a tower or center. Couple of questions..

1) Did they mention FSS Nest employees (washouts like me who got sent to Alaska)?
2) As a non-CPC FSS employee, should I wait until I CPC to try to ERR?
3) Should I even bother putting in paperwork to anything except for Lvl 4 or 5 towers?

Every tidbit of info helps. Thanks!

NCEPT - NCEPT Minutes
 
Flight Service Stations CPCs

Air Traffic Control specialist currently assigned to any Flight Service Station will be considered during the NCEPT as these employees are barging unit employees covered under the current collective bargaining agreement (CBA). AJG-P21 would begin developing the process for including ERRs from these employees into the ERR database used during the NCEPT selection process.
 
Can anyone tell me how long you usually have to decline a TOL? Would anyone happen to have the date that someone picked up on the Feb 2018 panel would have to accept or decline their TOL by? Dealing with a bit of special situation here.

What's special about a situation that hasn't happened yet? The amount of time a person takes to respond to a TOL is irrelevant. It doesn't change release dates. If you can't accept a TOL from a facility you have an ERR to, remove it.
 
Has to do with wife matching at a residency program which she wont find out for sure until middle of March. Id like to be able to put an ERR in to a lower level facility in a city where she has a strong feeling she will match and that currently is a couple of controllers short of their target (but meets national average). My facility has plenty of staffing and only 1 other that has an ERR in so I wont be screwing anyone else if I decline and its not liking Im putting in for a desired, high level facility.
